Carla Perez-Vera is an Executive Events Account Manager at Google, overseeing strategic planning and execution of C-Level internal events, company productions and vendor management. Prior to Google, she held roles at Samsung and Techstars, where she oversaw strategic sponsorships and event activations at premier international conferences, including CES, SXSW, and Websummit. Beyond her corporate experience, she co-founded LTX Connect, an organization focused on facilitating connections between Latinx professionals and opportunities within the technology and entertainment sectors. Carla holds a Bachelor of Arts in Journalism from King Juan Carlos University in Madrid and now lives in San Francisco with her son, husband and dog. When she's not working, she enjoys going to the movies, woodworking, and exploring the city.
Matthew Strom

Matt believes that the health of a community is fundamentally tied to the support and resources available to its most vulnerable families. As the Head of West Coast Healthcare Investment Banking at Morgan Stanley, he has spent over 15 years partnering with entrepreneurs to scale innovations that transform healthcare. He brings this same passion for growth and systemic impact to the HPP Board, where he is dedicated to helping families find stability and long-term wellness.
Throughout his career, Matt has focused on the intersection of healthcare and innovation, navigating the complexities of a changing industry to improve outcomes and access. He holds a BA in Political Science from the University of Arizona.
Liz Ruggieri

Liz leads HPP's Evaluation team, leveraging data with narrative to deepen our understanding of the most impactful ways to support families in breaking the cycle of poverty. With a passion developed over 8 years at HPP and a background in public health, Liz provides analytical leadership that helps HPP learn, adapt, and communicate our impact. Liz holds a Bachelor's degree from the University of Vermont and a Master of Public Health from UC Berkeley.
Alicia Martinez
Director of Programs - Wellness & Family

Alicia is a dedicated provider with more than 25 years of experience supporting individuals and families through crisis, recovery, and system involvement. She began her career as an emergency caseworker with the American Red Cross before serving as a domestic violence advocate and later as a substance use counselor in an outpatient program, developing extensive expertise in addiction and recovery.
In 2015, Alicia joined HPP as a Case Manager for the Family Treatment Court team, working with families involved in the child welfare system, where she developed deep expertise in understanding the role substance use plays within family systems and the impact it has on children and parents.
